Tajik Delegation on Moldovan Advanced Civil Registration System Study Tour

The project «Technical Assistance to Support the Strengthening of the Health Information System in Tajikistan”, funded by the European Union, jointly with the UNDP “Rule of Law and Access of Justice Programme” conducted a study tour to the Republic of Moldova for the Delegation of 12 specialists from the Civil Registration Offices, Ministry of Justice of the Republic of Tajikistan headed by Mrs. Shahnoza Anvar Nodiri, Deputy Minister of Justice. One of the project goals is to consolidate reliable data collected by the Ministry of Health and Social Protection of Population (MoHSPP) with the statistical data obtained from other sources, such as CRO, Agency on Statistics (AS) under President of the Republic of Tajikistan, and vertical programmes, to ensure effective management. For this purpose, the integrated information system DHIS2 is being implemented in health institutions and offices of civil registration.

The participants visited Ministry of Justice of the RM, Civil Registration Service, National Population Register, e-Governance Center, Center of Special Telecommunication and Academy of Public Administration under the President of the RM. The particular attention was given to the Civil Registration experience: legislative and organizational reforms, information systems, ways of computerization and peculiarities of registration, methods of the interaction between the various agencies for generating correct statistics, and the development of the national register of the population. The issues of interest were also history of development and introduction of information systems, search for optimization solutions, their costs and sustainability and further reforms.
