OBA (Output-based Approach) was an approach to improving health care, which was compatible with the 4 pillars of the GoK’s (Government of Kenya) vision for health care (health care for all Kenyans, reform of the NHIF (National Health Insurance Fund), GoK responsibility for the poor, establishment of a Health Benefits Regulatory Authority).
